NEW DELHI, Oct 6 (Reuters) - India's federal power regulator has admitted petitions filed by two renewable energy developers seeking compensation for financial losses incurred due to delays in setting up transmission infrastructure, according to regulatory filings.

The outcome could set a precedent for renewable energy developers facing transmission bottlenecks, as India accelerates its clean energy rollout.

In the filing posted over the weekend, the Central Electricity Regulatory Commission (CERC) is examining whether the Power Grid Corporation of India PGRD.NS and the Central Transmission Utility of India, the institutions responsible for setting up transmission infrastructure, should compensate developers for losses.

CERC has asked both to respond within six weeks.

The developers, ACME Solar ACMO.NS and AMPIN Energy, argued in separate petitions that they suffered financial losses due to their inability to transmit power from their solar projects due to delays in operationalising transmission infrastructure.

The Gurugram-based ACME Solar is seeking more than 210 million rupees in compensation, while AMPIN Energy did not specify its losses.

CERC has directed the Central Transmission Utility and Power Grid to submit details on the transmission system, commissioning timelines, and reasons for the delays.

The petitions are scheduled to be heard on November 27.

Power Grid and the Central Transmission Utility did not immediately respond to Reuters' email seeking comments.

India has been forced to curb solar output during periods of low demand to maintain grid stability and ease congestion, as renewable energy supply rises and transmission projects lag.

Rajasthan, India’s top green power-producing state, has seen nearly 4 gigawatts of clean energy curtailed, with estimated losses of up to 2.5 billion rupees ($28.16 million), according to the Rajasthan Solar Association.

NEW DELHI, Sept 20 (Reuters) - The central Indian state of Madhya Pradesh has secured India’s lowest-ever price for buying solar power backed by battery storage in a clean energy auction, a top state official said, in a deal that could reshape how states buy power.

CEIGALL India CEIG.NS and ACME Solar ACMO.NS won the tenders to supply clean power to Madhya Pradesh at 2.70 rupees (about 3 U.S. cents) per kWh and 2.764 rupees per kWh, respectively, the official said on Saturday.

The lower price at which solar power can be supplied using battery storage could set a precedent for other states, showing them that renewable energy with storage can be cheaper than coal, said Manu Srivastava, a top official at the state's Power and Renewable Energy Department.

The project has two units, each delivering 220 megawatts of power during sunny hours using solar panels, and in the evenings drawing power from batteries charged by solar energy.

In the mornings, before the sun has charged the panels, the units draw power from those same batteries, which have been recharged with cheaper night-time electricity from the grid.

The state is planning longer-duration storage projects and aims to eventually offer 24-hour renewable power at rates comparable to coal power, Srivastava said.

The lower prices come as India is rapidly adding to its renewable energy capacity, aiming to expand its non-fossil fuel capacity to 500 GW by 2030.

Coal power, however, remains central to the country's energy strategy because of the need for stable power during non-solar hours and the absence of viable, affordable storage projects.

The South Asian nation aims to more than double its non-fossil fuel power capacity to 500 gigawatts (GW) by 2030, but the acceleration has left projects without firm agreements to supply power.

Renewable projects that won tenders to generate power but are yet to sign power purchase agreements with buyers have surged to over 50 gigawatts (GW), India's Sustainable Projects Developers Association (SPDA) said in a letter to the Ministry of New and Renewable Energy on June 27.

That compared with stranded projects of over 20 GW, another letter sent by the SPDA on October 4 showed. Both letters were reviewed by Reuters.

Tendered projects cumulatively worth billions of dollars awarded to companies including JSW, NTPC NTPC.NS, NTPG.NS, Adani Green ADNA.NS, ACME Solar ACMO.NS, Renew RNW.O and Sembcorp SEMB.NS are stranded, two industry officials familiar with the matter said.

"Energy transition is not just about building solar and wind capacity, it is also about ensuring that clean power reaches in a most optimum cost and timely manner," the SPDA said in its June 27 letter to the renewable energy ministry.

The stranded solar and wind capacity without buyers of over 50 GW reported by the SPDA is about a quarter the size of India's current installed renewable capacity of 184.6 GW.

The companies did not respond to Reuters requests seeking comment.

Delays in critical transmission infrastructure - especially in sun-drenched states such as Rajasthan and Gujarat - have forced many solar plants to miss commissioning deadlines, the SPDA said in the June letter.

Interstate transmission lines connecting renewable energy projects to the grid are being fast-tracked, and compensation for landowners allowing power cables on their property has been increased to facilitate construction, the federal power ministry told Reuters.

India plans to connect 230 GW of renewable energy projects to the grid through interstate transmission lines, of which 20% have been completed, 70% are under construction and the remainder is being bid out, the ministry said, without specifying a timeline for completion.

Renewable projects are also stuck due to prolonged legal disputes over land and environmental permissions, SPDA said, adding that several developers have paused operations over unresolved court cases.

The SPDA urged the government in the same letter to recognise delays in approvals and transmission construction as force majeure events to help protect developers from financial penalties, and to expedite regulatory permissions.

Renewable projects are also stuck due to prolonged legal disputes over land and environmental permissions, it said, adding that several developers have paused operations over unresolved court cases.
