India mandates use of locally-made solar cells in clean energy projects from June 2026
Dec 10 (Reuters) - Indian clean energy firms will be required to use solar photovoltaic (PV) modules from cells made locally by a government-approved list of companies from June 2026, in a move to curb imports from top supplier China.
India already requires the use of locally-made PV modules in government projects from an approved list of domestic manufacturers, and authorities have now extended this rule to solar cells as well.
The government plans to increase its non-fossil fuel capacity to 500 GW by 2030 from about 156 GW at present.
Currently, India has a solar PV module-making capacity of about 80 gigawatts (GW), while its cell-making capacity is slightly more than 7 GW, with companies largely relying on Chinese cells to make modules.
The government will issue a list of approved cell manufacturers as the installed capacity of solar PV cells in the country is expected to increase substantially next year, the renewable energy ministry said on Monday.
Several Indian companies have already set up or are in the process of establishing solar cell making plants.
Tata Power TTPW.NS recently commissioned a 4.3 GW cell making plant in southern India. Reliance Industries RELI.NS aims to commission its first phase of a 20 GW integrated solar cell and module production facility before the end of this year in the state of Gujarat, where the Adani Group already has a 4 GW cell and module making plant.

NTPC Green's IPO attracts bids worth $1.8 bln in India's third-biggest listing this year
Adds quote in paragraph 3, updates details on bids in paras 6-7, anchor investment in para 9
By Manvi Pant
Nov 22 (Reuters) - NTPC Green Energy, the renewable energy arm of state-owned NTPC NTPC.NS, garnered bids worth 154.06 billion rupees ($1.83 billion) on Friday for its $1.2 billion initial public offering, as investors bet on the country's growing clean energy needs.
India has been scrambling to meet its clean energy targets and has ramped up investments in renewable energy and expanded capacity. It has to spend $385 billion by 2030 to meet its targets after falling short in 2022, per Moody's Ratings.
The IPO has done reasonably well for itself and the fact they have achieved 2.41 times the overall share subscription is creditable, said Arun Kejriwal, founder of brokerage Kejriwal Research.
About three-quarters of the 593.2 million shares on offer were set aside for institutional investors, which were oversubscribed by 3.3 times. Most of these bids came during the final few hours of trading on Friday.
Meanwhile, the portion reserved for retail investors was oversubscribed by 3.4 times, after being fully subscribed on the first day of bidding on Tuesday.
At the upper end of its price band of 102-108 rupees apiece, NTPC Green is valued at $10.8 billion rupees. Its IPO trails behind only Hyundai Motor India HYUN.NS and Swiggy SWIG.NS in size this year.
However, Indian stock markets -- which hit multiple record highs earlier this year -- have cooled off since September, falling over 8% from its last peak and causing some near-term concerns for the IPO, Prashanth Tapse, Senior Vice President of Research at Mehta Equities, said.
The IPO only includes fresh issue of shares, with NTPC not diluting its stake, according to the draft papers in the filing.
Anchor investors, including the Government of Singapore, the Abu Dhabi Investment Authority and the New World Fund, had also bought shares worth about $469 million ahead of the bidding date.
Trading on the stock exchanges is expected to begin on Nov. 27.

India's NTPC Green Energy targets $10.8 bln valuation in IPO, analysts flag concerns
Updates throughout with valuation, analyst comments, industry and company background
By Nandan Mandayam
Nov 13 (Reuters) - NTPC Green Energy set a price band on Wednesday for its initial public offering (IPO), targeting a valuation of as much as $10.8 billion in what is set to be India's third-largest IPO this year, though analysts raised concerns on the "aggressive" pricing.
The company set a price band of 102-108 rupees per share, aiming to raise 100 billion rupees ($1.19 billion) in the IPO, which trails only Hyundai Motor India HYUN.NS and Swiggy SWIG.NS in size this year.
At the upper end of the range, NTPC Green, a unit of state-owned power company NTPC NTPC.NS, will be valued at 910 billion rupees ($10.78 billion), per Reuters calculations.
The IPO comes as India bets big on renewable power and is ramping up capacity. However, its red-hot IPO market has cooled in the past month due to underwhelming corporate earnings and an exodus of foreign funds.
NTPC Green, which mostly produces solar power and has a few wind energy projects, follows solar panel makers Waaree Energies WAAN.NS, Premier Energies PEME.NS and ACME Solar ACMO.NS to the stock market this year.
Some analysts flagged concerns over NTPC Green's valuation, including on a price-to-earnings (PE) basis.
"The issue appears to be steeply priced for a company that trails its peers on various valuation metrics," said Arun Kejriwal, founder of brokerage Kejriwal Research.
NTPC Green's PE ratio of 148, based on last fiscal year's earnings, is higher than its smaller peers but lags bigger rival Adani Green Energy ADNA.NS (260).
Kranthi Bathini, director of equity strategy at Wealthmills Securities, said the valuation was "aggressive" but the profit growth was attractive.
NTPC Green's profit nearly doubled to 3.45 billion rupees last financial year, per its draft filing.
It will sell all the shares in the IPO -- which will be open for bids from Nov. 19-22 -- and plans to use the proceeds to repay its unit NTPC Renewable Energy's debt.
