Hi Kumar,
The browser seeks permission to open the webcam when you try to do the IPV process, if you do not allow it, then the IPV process cannot happen, please go through :https://support.zerodha.com/category/account-opening/online-account-opening/articles/what-is-in-person-verification-and-why-is-it-needed.
Do visit https://signup.zerodha.com/ipv to complete the IPV.
